The Robert Provan Opportunity Center is an alternative educational setting for at-risk students and serves as Pflugerville ISD's Disciplinary Alternative Education Program (DAEP).
Provan Opportunity Center supports students and families with empathy while also holding students accountable to consistent and clear standards.
Students from Pflugerville ISD's various campuses are referred to the Provan Opportunity Center for mandatory or discretionary placements as defined under Texas' Education Code and or the district's student code of conduct. The length of a student's initial placement at the Provan Opportunity Center is determined by the student’s home campus when a placement is initiated.
During their stay, students will be supported by certified teachers in the four core academic areas of Social Studies, Language Arts, Science, and Math. Additionally, we focus on meeting student-related issues through individual or group counseling, social Emotional Learning (SEL), or character education opportunities. Time will be provided for elective subjects, but work will be sent from home campuses. While we work to accommodate all student courses, there are some instances where electives will need to be changed. For high school students, we will meet the needs of their current graduation plan.
The Opportunity Center stands as the consequence of a student's behavior. We work to intervene and address the social, emotional, and academic issues that are impacting a student's life. Our methodology is to provide a structured and positive learning environment, by promoting positive core values, implementing good choices, and delivering individualized instruction. This restorative approach embraces the student's and family's dynamic needs to successfully promote student citizenship and academic readiness.

Message from the Principal
Hello Parents,
I certainly understand that being placed in the district’s Disciplinary Alternative Education Program or DAEP is never ideal or something that parents are happy about. Please understand that if your student happens to find themselves in this situation, however, we are here to help them and help you through the process. When your child is placed on our campus, I can promise you three things – we will ensure that your child is safe, we will ensure that your child’s social and emotional needs are met, and we will support your child academically while they are removed from their home campus. At every orientation, I remind parents of this by sharing our “triad.” This triad not only highlights our focus on safety, social and emotional, and academic support, but it holds in its center, our crest. Our crest reveals our deeper purpose to help students to rise above their mistakes and find their focus and purpose for what lies ahead.
While students are removed from their home campus to our campus, the DAEP, transportation is not provided. As the parent/guardian, you must ensure that your child is able to attend school daily while at Provan OC; I do understand that this creates a heavy burden for some parents and families and am happy to work with parents and guardians as much as I can within my power. If you are struggling with transporting your child, please reach out to me so we can work together to find a solution. While your child is placed at Provan, it will be crucial for us to maintain strong lines of communication. Please call our main office with any questions or concerns that you have. We are always happy to help.
Before any student can begin their placement at Provan, they must attend an orientation with their parents(s) or guardian. We hold orientations every Monday at 5:00 p.m. and Wednesday and Friday mornings at 7:45 a.m. It is important to be prompt or early to these orientations. We begin our presentations promptly at the start time and once we have started the presentation, we do not allow anyone to enter. All of our orientations are held in our cafeteria, which is on the side of the building. Parents and students will enter the building at the side entrance with all of the windows at the edge of the building.

History
The Provan Opportunity Center pays tribute to Robert Provan, a resilient Pflugerville attorney dedicated to equity and human rights. Afflicted by polio at the age of five, he spent five years battling for his life in a hospital.
Provan's transformative journey featured groundbreaking surgeries and relentless efforts to regain mobility. Thriving in Texas public schools and obtaining a degree from the University of Texas Law School, his legal journey was characterized by noteworthy achievements.
He made substantial contributions, serving as General Counsel of Stephen F. Austin University and the Texas State System, in addition to leaving a lasting impact during his tenure as an Assistant Attorney General of Texas. Notably, Provan achieved widespread acclaim for his groundbreaking lawsuit against HMOs, representing patients with disabilities.
This groundbreaking case, the first of its kind, transformed the healthcare landscape by challenging insurance companies, ultimately saving lives. The case received extensive media coverage, making headlines on the front pages of both the Wall Street Journal and the Austin American Statesman. Despite facing postpolio syndrome in his 40s, Provan persisted in advocating for justice until his passing in 2006.
His legacy thrives through the Provan Opportunity Center, dedicated to providing social, emotional, and academic support to children.
