DAAC Role, Membership Selection and Meeting Requirements   

DAAC Role

The role of the DAAC is primarily advisory and consultative in nature. The Superintendent or his/her designee shall chair the DAAC. The designee shall be a district-level administrator and shall involve the DAAC in:

  • assisting in the development, review, revision of the district plan
  • reviewing major district-wide classroom instructional programs identified by the Board, Superintendent, or his/her designee
  • reviewing student performance and district plan progress
  • reviewing drop-out information (BQA Legal)

In addition to the above duties, the DAAC is required to:

  • approve portions of the district plan dealing with district staff development
  • hold annual public meeting after district rating is received
  • review the results of the district’s site-based-decision-making evaluation, bi-annually

Membership Selection

The council shall consist of campus-based professional staff, District-level professional staff, parents, businesses, and the community. At the close of each school year existing DAAC members will be polled as to their desire to continue as DAAC members the following year. Based on vacancies resulting from this poll, the process below of securing DAAC members will proceed.

Professional Staff Members

Teaching professional staff: At least 2/3 of the district/campus professional staff shall be classroom teachers (not 2/3 of the entire council membership). These council members shall be selected as per Board Policy BQA (Local). It delineates:

  • 2 classroom teachers from each 4-yr. high school (nominated and elected by campus peers)
  • 1 classroom teacher from every other PK-12 campus (nominated and elected by campus peers)
  • 1 special education teacher (nominee solicited through the Sp. Ed. Director)
  • 1 bilingual education teacher (nominee solicited through the Executive Director of Student Services)
  • additional “at-large” teacher members may continue from the prior year council, as long as the 2/3 teacher requirement is maintained or exceeded.

Non-Teaching professional staff: The remaining professional staff on the council shall consist of the following, as per Board Policy BQA (Local):

  • 6 non-teaching campus-based professionals -- 2 from each of elementary, middle and high school levels (nominees solicited through principals)
  • 1 district-level professional staff member (nominated and elected by district-level peers)
  • additional “at-large” non-teaching professional members may continue from the prior year council, as long as the 2/3 teacher requirement is maintained or exceeded.

Advisory Members: Non-voting members may include district-level professional staff serving in advisory capacities. Appropriate advisors may include district-level executive directors, directors, coordinators, and supervisors.

NOTE : Once nominated, the professional staff members shall be elected by their representative grouping. Existing members choosing to continue are not required to be re-elected.

Non-Staff Members

Parents: The Superintendent, or designee, shall inform all parents of district students about the council’s duties and composition, and shall solicit. (A parent who is an employee of the District is not considered a parent representative on the committee.) A minimum of 8 parents of students currently enrolled within the District will be selected with efforts made to choose parents representing ethnic, grade, and/or program diversity from among the volunteers.

Community: The Superintendent, or designee, shall ensure that community residents are informed of the DAAC and are provided the opportunity to participate. (Community members must reside in the District and must be at least 18 years of age.) The designee will solicit volunteers from school district residents. A minimum of 2 volunteers will be selected with efforts to choose members reflecting the diversity of the community’s diversity.

Business: The Superintendent, or designee, shall ensure that community residents are informed of the DAAC and are provided the opportunity to participate. (Business members may or may not reside in the District.) The designee shall solicit volunteers from business within or outside of the school district and select a minimum of 2 to serve. Efforts will be made to represent adopting businesses, career and technology program areas, and/or businesses in the community.

The following is a minimum example appropriate council composition:

  • 24 teachers (2 from each HS and 1 from each of the other campuses)
  • 1 special education teacher (may be included in the above)
  • 1 bilingual education teacher (may be included in the above)
  • 6 non-teaching professionals (2 from each level)
  • 1 district-level professional
  • 8 parents
  • 2 community members
  • 2 business members

 

Meeting Requirements

Training: Training of DAAC members must occur annually and must reflect:

  • DAAC role/purpose (consult and participate in aspects of the district instructional program related to planning, the budget, curriculum, staffing patterns, professional development and school organization)
  • Coverage of appropriate board policies and administrative procedures
    • Board Policies BQ Legal and Local, BQA Legal and Local, DMA Legal
    • Administrative Procedures I-U, I-Q
  • DAAC responsibilities
    • assist Superintendent’s designee in development, review, revision of campus plan
    • review major district initiatives
    • provide input regarding budget
    • approve portions of district plan dealing with district-wide professional development
    • review student performance and district plan progress
    • review drop-out information as delineated in Board Policy BQA Legal
    • hold annual public meeting after district rating has been received
    • provide consensus of opinions on requested district waivers
    • review results of bi-annual site-based-decision-making evaluation

Scheduling of meetings:

  • held outside of school hours
  • at least four meetings held annually and regularly scheduled, with notices sent to members at least one week prior to each meeting
  • additional meetings held at the call of the Superintendent or his/her designee

Content of Meetings :

  • agenda set by Superintendent or his/her designee
  • council actions communicated to all members and to district community through appropriate means (i.e. minutes emailed, newsletter, listserv, website, etc.)
