The Pflugerville ISD Board of Trustees approved Dr. Quintin Shepherd as the lone finalist for Superintendent of Schools during its April 4 meeting.

With nearly three decades dedicated to public education, Dr. Shepherd brings a depth of experience and knowledge to PfISD. Dr. Shepherd has served as Superintendent of Victoria ISD since July 2018, with previous leadership roles in Iowa and Illinois. 

“Dr. Shepherd's commitment to engaging with students, parents, teachers, and the community resonates deeply with us, and we are enthusiastic about his pledge to prioritize these relationships as he assumes the role of our district leader,” Board President Renae Mitchell said. “During his lifetime, he has gained a unique perspective on prioritizing the needs of others, which is paramount for the next PfISD Superintendent, as our students' well-being must always come first.”

Dr. Shepherd received his Doctor of Philosophy in educational administration and foundations from Illinois State University. He serves on the National Superintendent’s Association Governing Board, representing Texas as one of three Superintendents. Dr. Shepherd is also a prolific writer, contributing countless articles on educational leadership and authoring two books that explore the transformational power of compassionate and innovative leadership in schools.

“I am thrilled to have the opportunity to serve as superintendent of Pflugerville ISD and to champion the cause of students, teachers, parents, and community members as we embark on our journey of continuous improvement,” Dr. Shepherd said. “Joining a community that places children and families at the heart of its mission is both an honor and a calling.”

Before embarking on his 18-year journey as a Superintendent, Dr. Shepherd has enriched lives as a High School Principal, an Elementary Principal, and a PreK-12 music teacher. Dr. Shepherd is married to Sarah and the Shepherds have two adult daughters: Vivian and Gwendolyn.

A fervent advocate for community engagement, Dr. Shepherd has announced his plans for a 100-day listening and learning tour dubbed “Discovering Pflugerville.” This initiative aims to forge deeper connections with the Pflugerville community and will include meetings with community members, parents, administration, campus leadership, teachers, staff, and students.

As per Texas law, the district will observe a 21-day waiting period before the Board can formally hire.

The PfISD Board of Trustees will discuss and potentially name a Lone Finalist for the Superintendent position at the April Workshop meeting on Thursday, April 4 at 6:30 p.m.

At a Special Board Meeting held on December 19, 2023, the Pflugerville ISD Board of Trustees took a significant step in the Superintendent search process. The Board has engaged the services of Thompson & Horton LLP, a renowned executive search firm with expertise in identifying high-caliber candidates for leadership positions in the education sector.

Representatives from Thompson & Horton LLP addressed Board Members during the meeting, outlining their comprehensive approach to search for a dynamic and visionary leader to guide our school district into the future.

As part of the search process, the external firm will advertise the position, actively recruit individuals with the necessary knowledge and skills, and conduct multiple focus groups. These focus groups will include selected individuals representing a diverse cross-section of the PfISD community. This inclusive approach ensures that a broad range of perspectives is considered in selecting the next Superintendent.

To further involve the community, Thompson & Horton LLP will administer a survey for parents and staff members. Additionally, the survey will be available on the district website, allowing all community members to share their valuable thoughts and input regarding the qualities and characteristics they would like to see in the new Superintendent.

This collaborative and inclusive process will help us identify the most qualified and well-suited candidate to lead our district to continued success. Your input is invaluable, and we encourage you to participate in the survey when it becomes available on our website.

With the timeline shared with the Board of Trustees, it is the goal to approve a Lone Finalist sometime in late Spring.
