All transfer requests must be submitted during the designated application window.
Please do not submit a transfer application for Pre K, P-Tech, or ECHS programs. Please visit the district website for these program-specific details. We are not able to process transfer requests for these programs via the standard student transfer process.
Approved in-district transfers automatically roll over each year for students who remain at the same campus and are not entering a transition year (Pre-K to Kindergarten, 5th to 6th, or 8th to 9th). Students in a transition year must reapply. All Out-of-District transfers are reviewed annually for continued eligibility and will receive a renewal notice or a revocation notice.

Intra-District Transfer (IDT)
Transfer Within Pflugerville ISD
Our schools provide a high-quality, well-rounded education designed to meet the diverse needs of our students. We also understand that families may wish to explore options beyond their designated attendance zone.
Parents/guardians of students who live within PfISD boundaries may apply for an Intra-District Transfer (IDT) to request placement at another district campus.
How It Works
- Applications must be submitted online during the designated transfer window. You will receive a confirmation email. If you did not receive a confirmation, your application has not been received.
- Transfers are approved based on staff and space availability at each campus, grade level, and program.
- If staffing or classroom capacity cannot accommodate additional students, transfer requests may be denied.
- Approval is contingent upon the student meeting attendance, behavior, and academic expectations.
Important Information
Transfer Duration & Transition Years
Approved transfers will automatically roll over to the next school year for students who remain at the same campus unless they are entering a transition year.
Transition years include:
- Pre-K to Kindergarten
- 5th grade to 6th grade
- 8th grade to 9th grade
Students entering a transition year must submit a new transfer application. Approval is not guaranteed and is based on staff and space availability.
Capacity
The District evaluates projected enrollment and campus capacity. Transfers are approved based on staff and space availability.
Revocation
Students who do not meet attendance, behavior, or academic standards may have their transfer revoked for the following school year.
9-Week Attendance Rule
Students entering grades 1-12 who are new to Pflugerville ISD must attend their zoned (home) campus for at least one grading period (nine weeks) before requesting an In-District Transfer.
This allows the District to establish enrollment, attendance, and academic records prior to considering a transfer request.
If your student:
- Lives within PfISD boundaries,
- Has never attended a PfISD campus, and
- Is entering grades 1–12,
You may apply outside the 9-week rule. If approved, a District Waiver Agreement must be completed, waiving the right to appeal a transfer revocation.
Do not complete this waiver:
- If your student currently attends PfISD.
- If your student is entering Kindergarten for the first time.
Transportation
- Transportation is the responsibility of the parent or guardian when a student transfers to a school outside their designated attendance zone. Pflugerville ISD does provide transportation to specific specialized programs.

Applying for Transfer Requests – IDT
- How do I initiate a transfer request for my child?
Please visit the Intra District Transfer Application to apply.
- How do I initiate a new programmatic transfer for my child?
You can apply for a Programmatic (CTE) transfer by using the regular transfer application. Transfers are not required for Fire & EMT Academy or the Healthcare Therapeutics EMT Program. Programmatic transfers will only be accepted to open campuses.
- If my child is on a transfer now do I need to reapply?
In-District students, are required to re-apply when they complete 5th grade and 8th grade if they choose to transition to the schools that feed into the middle and high schools of the school they currently attend. Out of District Students much apply annually.
- How long must I reside in the district before applying for a transfer?
Students new to Pflugerville ISD must attend their home campus for at least one grading period before requesting a transfer, unless a District Transfer Waiver is signed. Employees may apply to a closed campus if they are employed at that campus or within the feeder pattern.
- What is the process the district uses to determine whether a campus is open to accept transfers?
The District uses the projected enrollment for each campus which may not exceed its capacity.
- Will my child receive transportation services if my IDT Application is approved?
No. Transportation will not be provided.
- May I submit more than one application per school year?
No, only one application per child per school year will be accepted for consideration. However, if your application is denied due to space, you will be given the opportunity to request another campus.
- May I request a specific campus on the IDT?
Yes. However, approval will only be given if the student meets the transfer requirements and there is space available.
- May I go to a campus on my own and request/arrange for an intra-district transfer for my child?
We ask that you not go to a campus as the on-line application process was developed to streamline the process. If you do not have access to the internet or a computer at home, please visit the PfISD Administration Building, at 1401 W. Pecan, for assistance.
- I have withdrawn my child from his/her zoned campus. I would like to re-enroll him/her in another PfISD school using an IDT application and request a different campus. Will my IDT application be approved to allow him/her to attend a different PfISD school?
No. If you still reside in the PfISD boundaries, you must first re-enroll your student in his/her zoned campus and then apply for a transfer using an IDT application.
- If my child is moving up to middle or high school, but I want him/her to stay in the same feeder pattern as the elementary school he/she just completed rather than attend the zoned campus, do I need to complete an IDT Application?
Yes. Students at a transition year, 5th or 8th grades, must complete a new IDT application. Please note that submitting a new application does not guarantee approval and the campus requested must be an open campus.
- My family will be moving into a new subdivision over the summer but my student wants to attend the middle school in the feeder pattern of the former elementary school in order to remain with friends. Will my student be granted a transfer?
Not necessarily. A new IDT application must be submitted, and the desired campus must be open to transfers. There is no guarantee of approval.
- May I, as a Pflugerville ISD employee, submit an IDT application for my child to attend a campus that is closer to the campus where I work?
Yes. You may apply for a transfer to an open campus closer to the campus where you work.
- As an Aramark employee or someone who holds a temporary or part-time position within PfISD (such as a substitute teacher), may I submit an application as an employee for my child to transfer?
Yes. All employees (Full-Time, Part-Time, Food Service and Guest Educators), regardless of position type are able to submit an application for an IDT.
- How will I know when my application has been received or the status of my application?
Upon submission, you will receive a message that the application was successfully submitted (If you do not receive a message, the application was not received).The approval or denial decision will be sent, via email, to the parent/guardian who submitted the IDT request. You should expect to receive the decision email about two weeks after the date the transfer window closes.
- Will my child be permitted to participate in sports if he/she is approved for an IDT to another high school?
If your child is approved to attend another school as the result of your IDT application, he/she may not participate in varsity level athletics for one calendar year; however, participation in JV, sophomore, or freshman level athletics is permitted.
- Is there a chance that one of my children could be approved for a transfer to the campus I requested and the other one be denied for the same campus?
Yes. This could happen for a number of reasons. Some denial reasons include:- The information provided on the application form was erroneous.
- The requested campus is closed.
- Factors including space and staff availability, discipline history and attendance records.
- When will I know if my IDT Application has been approved or denied?
You should expect to receive an email from the campus principal informing you of the approval or denial of your student’s transfer about two weeks after the date the transfer window closes.
- What happens if a student fails to comply with transfer requirements?
If the student fails to comply with the transfer requirements, the revocation process will be initiated. Revoked transfers are effective at the conclusion of an affirmative finding that the student has failed to comply with their District Transfer Agreement (DTA).If a transfer is revoked, the student is ineligible to apply for a transfer for one year.
2010-11 Cohort
All students who were transfer students in the 2010-2011 school year (10-11 Cohort) and maintained their transfer status will be allowed to remain in the feeder pattern they transferred into through their graduation. Siblings of these transfer students will be permitted to attend the same campuses as their brother or sister. The 10-11 Cohort will not need to reapply yearly. Siblings will not be required to re-apply after their initial application.
If students in the 10-11 Cohort declare a preference to return to the feeder pattern of the home-zoned school they will no longer be considered part of the 10-11 Cohort. This, however, will not impact the status of siblings.
Transfer Conditions
PfISD Policies and Procedures are used as the basis for approving all Intra-District Transfer (IDT) Applications.
Open Campus Criteria
A student may transfer to an Open Campus (a campus where transfers will be accepted). A campus is determined to be open if the projected enrollment is less than 95% of the capacity of the campus. Other criteria that may be used on campuses that are near 95% and in high growth areas include:
- In grades K-4 transfer requests will be accepted until a grade level has reached a 19:1 student to teacher ratio of projected enrollment.
- In grade 5 transfer requests will be accepted until a grade level has reached a 22:1 student to teacher ratio of projected enrollment.
- In grades 6-12 transfer requests will be accepted up to 2% of projected grade level enrollment.
Reasons for Denied Transfer Requests
- The information provided on the Application form is erroneous.
- The requested campus is closed.
- Student transfer decisions will be based on factors considered as addressed through our standard definitions presented in FDA or FDB regulations. FDA and FDB regulations address all factors that school administrators will consider when making decisions to accept or deny transfers. These factors include space and staff availability, discipline history and attendance records.
- Transfers may be revoked or denied as defined in FDA and FDB regulations.
- In cases where a campus exceeds its projected enrollment, it is possible some transfers will need to be revoked. In these cases the last students approved will be the first students to be moved or returned to their home campus.
- The student's transfer has been revoked during the previous school year. These revocations are effective for one calendar year from date of revocation. Exceptions: The campus may reconsider a student whose revocation was a direct result of building capacity concerns.
CTE Transfer Information
Not every program of study, or CTE course, is offered at all high school campuses, but all programs are open to all PfISD students. Below is a list of CTE programs available for transfer.
Students interested in pursuing one of the following programs of study may apply for an Intra-District transfer (IDT) through the PfISD Student Transfer application process. District transportation is currently provided for students transferring to P-TECH academies only.
- Applied Ag Engineering (HHS and WHS)
- Animal Science (HHS, PHS, WHS)
- Automotive Career Academy (PHS)
- Biomedical Science (WHS)
- Construction Technology (CHS, HHS, PHS)
- Culinary Arts (CHS)

- P-TECH Computer and Information Technology (CIT) Academy (CHS)*
*Transportation is provided for these programs.
Two programs DO NOT require a transfer:
- The Fire & EMT Academy (HHS) - District transportation to Hendrickson HS from the home campus is available if needed. Students report to Hendrickson HS for the firefighter course during the 11th and 12th-grade years and complete all other courses at their home campus.
- Healthcare Therapeutics EMS (HHS) - District transportation to Hendrickson HS from the home campus is available if needed. Students report to Hendrickson HS for the Practicum in Health Science-EMT course during 12th grade and complete all other courses at their home campus.

Required Documents
If you are completing an ODT application for the first time, the following records must be provided after submitting an Out Of District Transfer Application. If your transfer is approved, take a copy of the transfer approval email to register your child at the approved campus.
- Copy of most recent report card
- Documentation of the last two (2) semesters’ attendance records (absences and tardies)
- Documentation of the last two (2) semesters’ discipline records (a copy of all referrals or a “clean” record or statement) signed by a school official
- Current high school transcript (to include early credit courses taken in middle school)
- Special Education records (current IEP / FIE), Section 504 records (current Accommodation Plan), ESL records (if applicable, a record of the Home Language Survey from the home district/campus), Bilingual records (if applicable, program documentation)
- Standardized test scores(for students entering 4th grade and above)
Once you receive your Transfer Application confirmation email, please upload your student's records for the transfer application. Applications must include all required documentation to be considered. If any required records are missing, the application will be marked incomplete and denied.

Pflugerville ISD will not request required documentation from a student’s previous campus or educational institution for the transfer application process. It is the responsibility of the parent or guardian to provide all required records at the time of submission.

4. What is the process the district uses to determine whether a campus is open to accept transfers?
Projected enrollment for the campus must be below 95% of the capacity of the campus. Elementary campuses will not accept transfers in grades where projected enrollment exceeds 19:1 for grades K-4 and 22:1 for grade 5.
5. Will my child receive transportation services if my ODT Application is approved?
No, on an ODT Transfer, you are responsible for providing transportation for your child.
6. May I submit more than one application per school year?

Yes. Please note that all transfer applications are subject to the same, independent, transfer review process and there is no guarantee of approval.
14. When will I know if my ODT Application has been approved or denied?
Email notifications will be sent from the campus principal. Transfer decisions are generally rendered within two weeks of receipt of a completed application, which includes the following:
- Copy of the most recent report card;
- Documentation of the last two (2) semesters’ attendance records (absences and tardies);
- Documentation of the last two (2) semesters’ discipline records (a copy of all referrals or a “clean” record or statement signed by a school official);
- Current high school transcript (including early credit courses taken in middle school, if applicable);
- Special Education Records (current IEP/FIE); Section 504 records with current Accommodation Plan; ESL records with Home Language Survey, if applicable; and/or
- Bilingual records, if applicable.

Child of an Employee Criteria
A non-resident full-time PfISD employee may request that his or her child be admitted into PfISD schools by completing the Out-of-District Transfer (ODT) application. Out-of-District transfers will be reviewed annually. Non-resident, employee transfers will be available on a tuition-free basis. The District reserves the right to place non-resident children in an open campus and/or refuse admittance if a school or the District reaches capacity. The District is not responsible for the transportation of transfer students except as provided by statute or policy.
Closed Campuses
In order for an employee to submit a transfer application to a closed campus, the employee must be employed at that campus or within the feeder pattern to be considered. The employee must also be the student's parent or legal guardian.
