PfISD Spending Plan
Statute requires that a minimum of 90% of the funds are spent on teacher compensation (student-facing instructional staff) on the campus where the designated teacher works. Up to 10% may be used by the district for costs associated with implementing the local designation system or supporting teachers in earning designations. TIA compensation is an annual allotment provided by the State and subject to availability of state funding.
The below stated spending plan may be modified to align with district priorities.
The PfISD Board of Trustees approved the district’s TIA spending plan in April 2021, as follows:

Designated Teacher = 90% of the TIA allotment funds will be distributed directly to the individual designated teacher

This includes both PfISD-designated teachers and teachers entering PfISD with a TEA-processed designation issued by another district

This includes National Board Certified Teachers who meet TEA requirements for TIA Recognized level designation, or a higher designation through PfISD’s TIA Designation System

TIA stipends will be included in the annual wages reported to the Teacher Retirement System (TRS) and will be used when calculating retirement benefits.
- PfISD will factor all TIA Payroll Deductions (all employer payroll deductions and all standard employee payroll deductions) from the annual lump-sum stipend payment.
- Employer payroll deductions include the benefits portion that PfISD will not cover for this stipend, specifically including Workers' Compensation, Unemployment, Medicare, and employer contributions for TRS and TRS-Care. Payroll deductions will be higher for retire/rehire teachers, as required.
- Standard employee payroll deductions are specific to each teacher's W4, and also include Medicare and member contributions for TRS Retirement and TRS-Care.

TIA Stipend Eligibility
Teachers who work at campuses with higher socioeconomic need will earn a higher allotment. Based on 2024-2025 campus allotment amounts, PfISD teachers can earn an additional annual TRS-eligible salary incentive up to $18,372.
The amount of the annual allotment for each of the 5-years of the designation period is determined by each designated teacher’s campus location as of the last Friday in February. As such, allotment amounts will vary from year to year within the 5-year designation and compensation period.
The 2024-2025 PfISD TIA Allotment & Stipend amounts apply to 2023-2024 cohort teachers who will receive official TEA email notification of new or higher designation award by May 22, 2025 (2024-2025 as Designation Year 1), as well as for teachers with current active designations (Designation Years 2-5).
The TIA stipend payment from PfISD to the designated teacher is contingent upon meeting all TIA stipend eligibility requirements including continued employment in a PfISD teaching position into the upcoming school year (or eligible retirement) with eligible stipends paid by August 31.
